Narrative:
IFR flight plan rdg to teb, being controled by allentown approach, direct to bwz VOR at 5000 ft. Suddenly a new voice came on with 'aircraft identify has twin small transport Y 12 O'clock, 1 mi at 5100 ft.' we looked and in 5 seconds saw that aircraft at just off our left nose in a gradual bank right turn which would just miss us and at our altitude. We made a slight right turn. I called allentown approach on the ground after trip. Spoke to the chief and the second controller who was working the twin small transport Y and a trainee who was working us. The controller said the twin small transport Y was a trainer and doing single engine work and was supposed to stay on south heading at 5500 ft, but he turned and dropped down to 5000 ft at which point we were warned of twin small transport Y at 12 O'clock and 1 mi. We did not file a near miss because no one took extreme evasive action.

Title: CLOSE PROX GA CPR SMT IN CRUISE IFR AND GA SMT TRAINING NEAR AN AIRWAY.
Narrative: IFR FLT PLAN RDG TO TEB, BEING CTLED BY ALLENTOWN APCH, DIRECT TO BWZ VOR AT 5000 FT. SUDDENLY A NEW VOICE CAME ON WITH 'ACFT IDENT HAS TWIN SMT Y 12 O'CLOCK, 1 MI AT 5100 FT.' WE LOOKED AND IN 5 SECONDS SAW THAT ACFT AT JUST OFF OUR L NOSE IN A GRADUAL BANK R TURN WHICH WOULD JUST MISS US AND AT OUR ALT. WE MADE A SLIGHT R TURN. I CALLED ALLENTOWN APCH ON THE GND AFTER TRIP. SPOKE TO THE CHIEF AND THE SECOND CTLR WHO WAS WORKING THE TWIN SMT Y AND A TRAINEE WHO WAS WORKING US. THE CTLR SAID THE TWIN SMT Y WAS A TRAINER AND DOING SINGLE ENG WORK AND WAS SUPPOSED TO STAY ON S HDG AT 5500 FT, BUT HE TURNED AND DROPPED DOWN TO 5000 FT AT WHICH POINT WE WERE WARNED OF TWIN SMT Y AT 12 O'CLOCK AND 1 MI. WE DID NOT FILE A NEAR MISS BECAUSE NO ONE TOOK EXTREME EVASIVE ACTION.
