Narrative:
I called approach control at slc international, as I was flying pipeline patrol for a pipeline company, down emigration canyon, into slc TCA and to the refinery in slc. I informed the controller I was following pipeline that would require entering the TCA. She replied for me to remain outside TCA, and gave me a code for the transponder. I later informed her I was getting close, and needed the clearance. She said I was not idented on radar, and inquired of my position and intended route. I repeated the route, and started a turn away from the TCA. She then cleared me in. Later another controller called me, and requested my full call sign, and said I had entered the TCA without a clearance. I informed him I thought he was mistaken. He argued with me. I feel it is amusing that they cannot see me to give me a clearance, but can see me to violate me. From my understanding of the limits of the TCA, I turned away before entering the limits, and therefore was not guilty of an infraction of the FARS.

Title: UNAUTHORIZED PENETRATION OF AIRSPACE.
Narrative: I CALLED APCH CTL AT SLC INTL, AS I WAS FLYING PIPELINE PATROL FOR A PIPELINE COMPANY, DOWN EMIGRATION CANYON, INTO SLC TCA AND TO THE REFINERY IN SLC. I INFORMED THE CTLR I WAS FOLLOWING PIPELINE THAT WOULD REQUIRE ENTERING THE TCA. SHE REPLIED FOR ME TO REMAIN OUTSIDE TCA, AND GAVE ME A CODE FOR THE TRANSPONDER. I LATER INFORMED HER I WAS GETTING CLOSE, AND NEEDED THE CLRNC. SHE SAID I WAS NOT IDENTED ON RADAR, AND INQUIRED OF MY POS AND INTENDED RTE. I REPEATED THE RTE, AND STARTED A TURN AWAY FROM THE TCA. SHE THEN CLRED ME IN. LATER ANOTHER CTLR CALLED ME, AND REQUESTED MY FULL CALL SIGN, AND SAID I HAD ENTERED THE TCA WITHOUT A CLRNC. I INFORMED HIM I THOUGHT HE WAS MISTAKEN. HE ARGUED WITH ME. I FEEL IT IS AMUSING THAT THEY CANNOT SEE ME TO GIVE ME A CLRNC, BUT CAN SEE ME TO VIOLATE ME. FROM MY UNDERSTANDING OF THE LIMITS OF THE TCA, I TURNED AWAY BEFORE ENTERING THE LIMITS, AND THEREFORE WAS NOT GUILTY OF AN INFRACTION OF THE FARS.
