Narrative:
The WX that evening was good VFR with strong, gusty low level winds. Taking off from bwi I encountered a wind shear with +15 KTS in airspeed gained. This occurred at the same time the gear was retracting into the wheel wells. The single gear up light did not illuminate and the nose gear appeared to be hanging out of the wheel well. I tried to recycle the gear down and up again. When cycled down, the nose did not illuminate green and cycled up, the up light again did not illuminate. I notified the bwi approach controller of my situation and continued to phl with the gear selected down. Arriving in phl airspace I entered into a holding pattern to await any suggestions from my company in columbus, oh, but off some of the 4 hours of fuel I was carrying, and most importantly, to see if I can get the nose gear to indicate green. Unfortunately the aircraft emergency is lacking an emergency gear checklist except when there is a hydraulic system failure, something which should be corrected.
