Narrative:
On takeoff from lax my original clearance was to maintain 2000 ft. As I taxied into position to hold onto runway 25R the clearance was changed to maintain 5000 ft. Climbing through 1000 ft I received an RA and a maintain climb command on my ADI from the TCASII. These TCASII commands were maintained until above 1700 ft MSL. With the delay in recognition of termination of the RA and the high rate of climb of the mlb I would surely have busted the original 2000 ft clearance. I do not know exactly where the intruder aircraft was, but I am relatively certain it was on the ground. Over all I find the current TCASII to be extremely distracting in terminal areas under normal circumstances and in this instance would have caused an unnecessary altitude bust.

Title: ACR MLG CAPT THINKS HE GOT A TCASII RA FROM AN ACFT ON THE GND AS HE WAS CLBING OUT FROM LAX.
Narrative: ON TKOF FROM LAX MY ORIGINAL CLRNC WAS TO MAINTAIN 2000 FT. AS I TAXIED INTO POS TO HOLD ONTO RWY 25R THE CLRNC WAS CHANGED TO MAINTAIN 5000 FT. CLBING THROUGH 1000 FT I RECEIVED AN RA AND A MAINTAIN CLB COMMAND ON MY ADI FROM THE TCASII. THESE TCASII COMMANDS WERE MAINTAINED UNTIL ABOVE 1700 FT MSL. WITH THE DELAY IN RECOGNITION OF TERMINATION OF THE RA AND THE HIGH RATE OF CLB OF THE MLB I WOULD SURELY HAVE BUSTED THE ORIGINAL 2000 FT CLRNC. I DO NOT KNOW EXACTLY WHERE THE INTRUDER ACFT WAS, BUT I AM RELATIVELY CERTAIN IT WAS ON THE GND. OVER ALL I FIND THE CURRENT TCASII TO BE EXTREMELY DISTRACTING IN TERMINAL AREAS UNDER NORMAL CIRCUMSTANCES AND IN THIS INSTANCE WOULD HAVE CAUSED AN UNNECESSARY ALT BUST.
