Narrative:
Departed myam (bahamas) for 2 hour flight to fxe via mygf. WX check with miami center per cellular phone within 5 min of takeoff and filed at same time. I understood 'broken scattered isolated precipitation.' at 8500 ft broken clouds at mygf that were solid at +/- 8000 ft 20-30 mi past mygf. WX check with 122.0 miami I understood to state 8000 ft ceiling. I then contacted miami center 133.4 stating I wanted to descend through clouds. There was no VFR way to descend. I wanted to descend 40 mi out, rather than nearer the coast where traffic would be heavy. When asked if IFR certified I answered 'no.' when given a squawk code when I (through miami center) verified no other aircraft were in the area I explained my intention to descend. I thought I would be descending through a thin solid layer then get to the 'broken' clouds described (from 8000 +/-). I was IFR down to 3000 to 2500. While descending I was handed over to approach control 126.05. The controllers were great, but I alarmed them (I think) because of my lack of IFR certification. I was calm. The flight was uneventful, but I upset their routine (I think) caused them to deviation too much attention to me.

Title: PLT OF SMA ADVISED ZMA CTLR HE WAS DSNDING DOWN THROUGH OVCST TO FIND VFR WX 40 MI OFF FLORIDA COAST.
Narrative: DEPARTED MYAM (BAHAMAS) FOR 2 HR FLT TO FXE VIA MYGF. WX CHK WITH MIAMI CENTER PER CELLULAR PHONE WITHIN 5 MIN OF TKOF AND FILED AT SAME TIME.
