Narrative:

On final approach to oakland airport, had power off, full flaps, carburetor heat on, I attempted to put landing gear down I was supposed to get a green light but it had changed to orange. I then proceeded to do a thumb check on the lights they confirmed an orange light. I proceeded to pull out the hand pump and pump down the landing gear. I then got a green light. So I assumed the landing gear was down, and proceeded to land plane, not realizing gear had not come down sending me into a belly landing. Plane had stopped, breaking the propeller of the airplane. I had then notified the tower about the crash landing and then we were assisted off the runway. Further more I, to the best of my ability and knowledge, did try to engage the landing gear despite the mechanical malfunction. Callback conversation with reporter revealed the following information: reporter states FAA is after him. He has received 609 letter but flight check date is so far away he will not be very capable by that time. FBO from which aircraft was rented has spread the word and he can't rent from anyone local. At time of incident, he was attempting to land at sfo. He feels the only way to improve skills is to get right in the big airports and deal with ATC procedures. He had called 20 mi out and was assigned an altitude. Transponder was inoperative so approach had him turning every which way to identify. Finally told him he could not land at sfo and vectored to oak. Only damage was to propeller and some scraping of the belly. NTSB considered an incident.

Title: SMA LANDS WITH GEAR DOWN BUT NOT LOCKED AFTER USING HAND PUMP TO EXTEND.

Narrative: ON FINAL APCH TO OAKLAND ARPT, HAD PWR OFF, FULL FLAPS, CARB HEAT ON, I ATTEMPTED TO PUT LNDG GEAR DOWN I WAS SUPPOSED TO GET A GREEN LIGHT BUT IT HAD CHANGED TO ORANGE. I THEN PROCEEDED TO DO A THUMB CHK ON THE LIGHTS THEY CONFIRMED AN ORANGE LIGHT. I PROCEEDED TO PULL OUT THE HAND PUMP AND PUMP DOWN THE LNDG GEAR. I THEN GOT A GREEN LIGHT. SO I ASSUMED THE LNDG GEAR WAS DOWN, AND PROCEEDED TO LAND PLANE, NOT REALIZING GEAR HAD NOT COME DOWN SENDING ME INTO A BELLY LNDG. PLANE HAD STOPPED, BREAKING THE PROP OF THE AIRPLANE. I HAD THEN NOTIFIED THE TWR ABOUT THE CRASH LNDG AND THEN WE WERE ASSISTED OFF THE RWY. FURTHER MORE I, TO THE BEST OF MY ABILITY AND KNOWLEDGE, DID TRY TO ENGAGE THE LNDG GEAR DESPITE THE MECHANICAL MALFUNCTION. HE FEELS THE ONLY WAY TO IMPROVE SKILLS IS TO GET R IN THE BIG ARPTS AND DEAL WITH ATC PROCS. HE HAD CALLED 20 MI OUT AND WAS ASSIGNED AN ALT. TRANSPONDER WAS INOP SO APCH HAD HIM TURNING EVERY WHICH WAY TO IDENT. FINALLY TOLD HIM HE COULD NOT LAND AT SFO AND VECTORED TO OAK. ONLY DAMAGE WAS TO PROP AND SOME SCRAPING OF THE BELLY. NTSB CONSIDERED AN INCIDENT.
