Narrative:
Small aircraft X was on a VFR cross country flight from herbert smart airport macon, GA, to knoxville, tys, tn. I got WX report by phone, the briefer said in NOTAM that runway 5R closed. The idea came to my mind that nobody will clear me to land on a closed runway. En route atlanta center handed me to knoxville approach on same squawk. I didn't think I could listen to ATIS before changing frequency to knoxville approach. Knoxville approach advised me that runway 5R is the active runway to land and cleared me to enter base for runway 5R and contact the tower. The tower cleared me to land runway 5R. At no time during the approach did I see any indication of the runway being partly closed. After landing, I found half of the runway is closed while the other is usable. The tower asked me to taxi to ramp and call him on phone and he gave me a phone number to call. I called the tower and he asked me the following questions: 1) did you read the NOTAM? My answer: yes, I got a NOTAM from WX briefer that runway 5R is closed. 2) why did you land on it? My answer: because you cleared me to land on it. 3) did you see anything telling you that part of runway 5R is closed? My answer: no, there was no indication telling me that part of the runway is closed except after I landed and taxi on the runway. I saw a rope across the runway cutting it in 2 halves, this rope is very hard to see from the air.

Narrative: SMA X WAS ON A VFR XCOUNTRY FLT FROM HERBERT SMART ARPT MACON, GA, TO KNOXVILLE, TYS, TN. I GOT WX RPT BY PHONE, THE BRIEFER SAID IN NOTAM THAT RWY 5R CLOSED. THE IDEA CAME TO MY MIND THAT NOBODY WILL CLR ME TO LAND ON A CLOSED RWY. ENRTE ATLANTA CTR HANDED ME TO KNOXVILLE APCH ON SAME SQUAWK. I DIDN'T THINK I COULD LISTEN TO ATIS BEFORE CHANGING FREQ TO KNOXVILLE APCH. I SAW A ROPE ACROSS THE RWY CUTTING IT IN 2 HALVES, THIS ROPE IS VERY HARD TO SEE FROM THE AIR.
