Cpr Y level at 170 talking to ny center. Air carrier X climbing to 170. Controller thought he stopped air carrier X at 160. 'Controller error'. Callback conversation with reporter revealed the following information: the reporter stated he had worked cpr Y and had turned the aircraft over to the center. Reporter was aware of the potential conflict and had written 160 on the flight progress strip but became distracted with other traffic and failed to issue the amended altitude to air carrier X. Reporter stated he turned air carrier X as soon as he realized air carrier X was climbing to same altitude as cpr Y. Conflict alert did not activate. Operational error was filed.

Title: ACR X CLB TO OCCUPIED ALT HAD LTSS FROM CPR Y. SYS ERROR.

Narrative: CPR Y LEVEL AT 170 TALKING TO NY CTR. ACR X CLBING TO 170. CTLR THOUGHT HE STOPPED ACR X AT 160. 'CTLR ERROR'. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE HAD WORKED CPR Y AND HAD TURNED THE ACFT OVER TO THE CTR. RPTR WAS AWARE OF THE POTENTIAL CONFLICT AND HAD WRITTEN 160 ON THE FLT PROGRESS STRIP BUT BECAME DISTRACTED WITH OTHER TFC AND FAILED TO ISSUE THE AMENDED ALT TO ACR X. RPTR STATED HE TURNED ACR X AS SOON AS HE REALIZED ACR X WAS CLBING TO SAME ALT AS CPR Y. CONFLICT ALERT DID NOT ACTIVATE. OPERROR WAS FILED.
