Narrative:
On 2/92 at mdt the visibility was continuously varying between 1800 RVR to better than 6000 RVR. Visibility required for ILS 13 mdt is 3/4 mi, 4000 RVR. WX at the time of the approach was low ceiling 1/8 mi light rain, fog RVR 1800. We were operating under part 91. Flew the approach, broke out at decision height. Judged to have more than 3/4 mi visibility and landed.
