Narrative:
On a sight seeing flight over downtown los angeles on 040 radial off lax VORTAC 11.5 DME 1800-2000 ft heading southeast in left turn, I saw a high wing single engine aircraft Y filling my left windshield. Rolled to the right and started a climb, to avoid a collision. I then attempted to contact lax TRACON to report the incident. Due to heavy radio traffic, I was unable to contact them. I then turned back to the north and proceeded to the van nuys airport and landed.
