Narrative:
While flying a glider on the above date and at approximately the above indicated time, I had an spc pass me at cruise speed, within 50 ft vertically and less than 200 ft horizontally. He was at the incorrect altitude for the appropriate VFR cruising altitude that he was flying. I was in a glider, circling within thermals above the mev (minden, nv) airport, and, at the time this near midair collision occurred, approximately 2 mi sse of the airport. It appears that the military pilot was inattentive to other act in the area, especially as it applies to 'see and avoid' principles. Glider activity is widely known and advertised through appropriate publications such as NOTAMS, AFD, and clearly indicated on sectional charts for the area. ATC is always made aware of 'significant' glider activity when wave soaring is in progress or when a glider competition is in progress at the mev airport. Perhaps the FAA should allocate specified airspace for glider activities such as has been done for military operations areas, such as restr areas and MOA's.

Title: NMAC.
Narrative: WHILE FLYING A GLIDER ON THE ABOVE DATE AND AT APPROX THE ABOVE INDICATED TIME, I HAD AN SPC PASS ME AT CRUISE SPD, WITHIN 50 FT VERTICALLY AND LESS THAN 200 FT HORIZLY. HE WAS AT THE INCORRECT ALT FOR THE APPROPRIATE VFR CRUISING ALT THAT HE WAS FLYING. I WAS IN A GLIDER, CIRCLING WITHIN THERMALS ABOVE THE MEV (MINDEN, NV) ARPT, AND, AT THE TIME THIS NMAC OCCURRED, APPROX 2 MI SSE OF THE ARPT. IT APPEARS THAT THE MIL PLT WAS INATTENTIVE TO OTHER ACT IN THE AREA, ESPECIALLY AS IT APPLIES TO 'SEE AND AVOID' PRINCIPLES. GLIDER ACTIVITY IS WIDELY KNOWN AND ADVERTISED THROUGH APPROPRIATE PUBLICATIONS SUCH AS NOTAMS, AFD, AND CLRLY INDICATED ON SECTIONAL CHARTS FOR THE AREA. ATC IS ALWAYS MADE AWARE OF 'SIGNIFICANT' GLIDER ACTIVITY WHEN WAVE SOARING IS IN PROGRESS OR WHEN A GLIDER COMPETITION IS IN PROGRESS AT THE MEV ARPT. PERHAPS THE FAA SHOULD ALLOCATE SPECIFIED AIRSPACE FOR GLIDER ACTIVITIES SUCH AS HAS BEEN DONE FOR MIL OPS AREAS, SUCH AS RESTR AREAS AND MOA'S.
