Narrative:
Departed fll en route bos with 254 passenger and 9 crew. We were given clearance by mia departure to maintain 16000 ft and heading 060 degrees to intercept ar-7. Approaching 7000 ft the TCASII issued a TA followed immediately by an RA to 'increase climb, increase climb!' at this time, the traffic a sbound fgt at 7000 ft was acquired visually and the first officer initiated a climbing left turn to avoid. The perimeter of the ivsi was all red except for a 2 segment green band at the 11-12 O'clock position of the gauge. Mia departure during this time had been involved in a rather long discussion with another aircraft and apparently did not observe the conflict. Subsequent to the event, mia departure issued a traffic warning as the fgt passed off our right side. The fgt continued straight and level at 7000 ft without seeming to have noticed us. I cannot say with any degree of certainty whether we would have collided with the fgt or not. I can say this: without the TCASII installed and functioning, this event would have much closer. The TCASII may have prevented a disaster.

Narrative: DEPARTED FLL ENRTE BOS WITH 254 PAX AND 9 CREW. WE WERE GIVEN CLRNC BY MIA DEP TO MAINTAIN 16000 FT AND HDG 060 DEGS TO INTERCEPT AR-7. APCHING 7000 FT THE TCASII ISSUED A TA FOLLOWED IMMEDIATELY BY AN RA TO 'INCREASE CLB, INCREASE CLB!' AT THIS TIME, THE TFC A SBOUND FGT AT 7000 FT WAS ACQUIRED VISUALLY AND THE FO INITIATED A CLBING L TURN TO AVOID. THE PERIMETER OF THE IVSI WAS ALL RED EXCEPT FOR A 2 SEGMENT GREEN BAND AT THE 11-12 O'CLOCK POS OF THE GAUGE. MIA DEP DURING THIS TIME HAD BEEN INVOLVED IN A RATHER LONG DISCUSSION WITH ANOTHER ACFT AND APPARENTLY DID NOT OBSERVE THE CONFLICT.
