Narrative:
At approximately PM40 local time flight from bwi en route to phl at 7000 ft with first officer flying and approximately 5 NM southwest of dqo VOR we noticed that we had not been handed over to phl approach. Captain's attempts to notify bwi control 3 times (frequency congested). Finally on third call bwi control acknowledges transmission. (Now approximately 17 NM southwest of phl). We then asked him if he wanted us to contact phl approach and he said that he had already handed us over to phl neither crew member heard such transmission so therefore neither crew member ever acknowledged being handed over to phl approach as is the norm. I believe that bwi control was very busy and believes that he handed us over but did not. We also do not understand why bwi did not try to contact us again after phl did not get the handoff.

Narrative: AT APPROX PM40 LCL TIME FLT FROM BWI ENRTE TO PHL AT 7000 FT WITH FO FLYING AND APPROX 5 NM SW OF DQO VOR WE NOTICED THAT WE HAD NOT BEEN HANDED OVER TO PHL APCH. CAPT'S ATTEMPTS TO NOTIFY BWI CTL 3 TIMES (FREQ CONGESTED). FINALLY ON THIRD CALL BWI CTL ACKNOWLEDGES XMISSION. (NOW APPROX 17 NM SW OF PHL). WE THEN ASKED HIM IF HE WANTED US TO CONTACT PHL APCH AND HE SAID THAT HE HAD ALREADY HANDED US OVER TO PHL NEITHER CREW MEMBER HEARD SUCH XMISSION SO THEREFORE NEITHER CREW MEMBER EVER ACKNOWLEDGED BEING HANDED OVER TO PHL APCH AS IS THE NORM. I BELIEVE THAT BWI CTL WAS VERY BUSY AND BELIEVES THAT HE HANDED US OVER BUT DID NOT. WE ALSO DO NOT UNDERSTAND WHY BWI DID NOT TRY TO CONTACT US AGAIN AFTER PHL DID NOT GET THE HDOF.
