Narrative:

While on localizer and GS for the ILS 23L at ind, we got a TCASII RA to descend. I initiated a descent and the RA stopped. The exact same thing happened about 5 seconds later. The traffic on our radar appeared to be right next to us and to our right. I thought that possibly someone was on the ILS 23R. I couldn't see anybody. To make matters worse, the controller was busy and we couldn't get a break in the conversation to query him. Finally at about 3500 ft we got another RA, this time to climb. We started a climb and turned left slightly. We were abandoning the approach. At this point I saw an light transport 100 ft below and 500 ft to our right. At this point we were 1/2 DOT to the left of the localizer and above GS. I believe the light transport was on the localizer for 23L. When we told the controller what the problem was he told us that the light transport was lined up for the right side. He sure looked a lot closer. I'd be interested in seeing the radar plot on this one. Maybe I'm wrong, but even if I am we should have been warned of the traffic.

TO MAKE MATTERS WORSE, THE CTLR WAS BUSY AND WE COULDN'T GET A BREAK IN THE CONVERSATION TO QUERY HIM. FINALLY AT ABOUT 3500 FT WE GOT ANOTHER RA, THIS TIME TO CLB. WE STARTED A CLB AND TURNED L SLIGHTLY. WE WERE ABANDONING THE APCH. AT THIS POINT I SAW AN LTT 100 FT BELOW AND 500 FT TO OUR R. AT THIS POINT WE WERE 1/2 DOT TO THE L OF THE LOC AND ABOVE GS. I BELIEVE THE LTT WAS ON THE LOC FOR 23L. WHEN WE TOLD THE CTLR WHAT THE PROBLEM WAS HE TOLD US THAT THE LTT WAS LINED UP FOR THE R SIDE. HE SURE LOOKED A LOT CLOSER. I'D BE INTERESTED IN SEEING THE RADAR PLOT ON THIS ONE. MAYBE I'M WRONG, BUT EVEN IF I AM WE SHOULD HAVE BEEN WARNED OF THE TFC.
