Narrative:

At about PM10 we were on a right base to el paso runway 4 and was told to maintain 8000 ft because of traffic at our 12 O'clock. We saw the traffic which was going from right to left and low, at least 1000 ft below us. We told approach that we saw the traffic and we were given a visual. At this moment our TCASII gave the RA command to fly up and I told approach this and we began a climb. At 8400 ft the RA stopped and I told approach that we could now descend and we did. Although we saw the traffic and it was no problem the TCASII system did not think so.

Title: ALTDEV ALT EXCURSION IN PLT RESPONSE TO TCASII RA ON BASE LEG, VISUAL APCH PROC.

Narrative: AT ABOUT PM10 WE WERE ON A R BASE TO EL PASO RWY 4 AND WAS TOLD TO MAINTAIN 8000 FT BECAUSE OF TFC AT OUR 12 O'CLOCK. WE SAW THE TFC WHICH WAS GOING FROM R TO L AND LOW, AT LEAST 1000 FT BELOW US. WE TOLD APCH THAT WE SAW THE TFC AND WE WERE GIVEN A VISUAL. AT THIS MOMENT OUR TCASII GAVE THE RA COMMAND TO FLY UP AND I TOLD APCH THIS AND WE BEGAN A CLB. AT 8400 FT THE RA STOPPED AND I TOLD APCH THAT WE COULD NOW DSND AND WE DID. ALTHOUGH WE SAW THE TFC AND IT WAS NO PROBLEM THE TCASII SYS DID NOT THINK SO.
