Narrative:
During approach to lax, first officer was off ATC making a required PA and TCASII was talking, I missed an important call on a busy frequency. TCASII call was made on an aircraft previously sighted and was unnecessary. TCASII needs a way to prevent a call on an aircraft already in sight.

Title: ACR MLG MISSES RADIO CALL DUE TCASII VOLUME WHILE IN DSCNT TO LAX.
Narrative: DURING APCH TO LAX, FO WAS OFF ATC MAKING A REQUIRED PA AND TCASII WAS TALKING, I MISSED AN IMPORTANT CALL ON A BUSY FREQ. TCASII CALL WAS MADE ON AN ACFT PREVIOUSLY SIGHTED AND WAS UNNECESSARY. TCASII NEEDS A WAY TO PREVENT A CALL ON AN ACFT ALREADY IN SIGHT.
