Narrative:
Flight from pgv to rdu. Received an IFR clearance from new bern radio at XA45 local time. It was understood by the crew that the clearance was 'as filed, maintain 4000 ft, washington center XXX, squawk XXXX' and was read back as such. After takeoff, our 'as filed' is direct kinston VOR, brade, brade 2 arrival, rdu. Kinston VOR is south of pgv airport. Upon taking off runway 01 at pgv we executed a left turn back south towards kinston VOR per our 'as filed.' upon contacting ZDC, we were asked our direction of flight. We informed them (ZDC) that we were proceeding direct kinston VOR per our 'as filed.' ZDC informed us that we were give 'direct raleigh, maintain 4000 ft.' rather than 'as filed.' they instructed us to climb to 6000 ft and they would check with seymour johnson approach to see if they could accept us. After a few mins, the controller returned, asked a couple of questions, contents of which I can not remember, said it must have been a glitch on the part of new bern radio, and had us contact seymour johnson approach. To the best of crew's knowledge, the clearance was 'as filed' although this was not verified nor confirmed by anyone, and likewise, as claimed by control, 'direct raleigh' could not be substantiated nor disproved by any party involved. The flight proceeded uneventfully and without incident due to this confusion.

Title: AN ACR LTT ACFT RECEIVED AN 'AS FILED' CLRNC. WHEN THEY FLEW THIS, ZDC QUESTIONED THE 'AS FILED' CLRNC AND GAVE THEM ANOTHER. THE FLT LANDED SAFELY WITH NO FURTHER RPTED INCIDENT.
Narrative: FLT FROM PGV TO RDU. RECEIVED AN IFR CLRNC FROM NEW BERN RADIO AT XA45 LCL TIME. IT WAS UNDERSTOOD BY THE CREW THAT THE CLRNC WAS 'AS FILED, MAINTAIN 4000 FT, WASHINGTON CTR XXX, SQUAWK XXXX' AND WAS READ BACK AS SUCH. AFTER TKOF, OUR 'AS FILED' IS DIRECT KINSTON VOR, BRADE, BRADE 2 ARR, RDU. KINSTON VOR IS S OF PGV ARPT. UPON TAKING OFF RWY 01 AT PGV WE EXECUTED A L TURN BACK S TOWARDS KINSTON VOR PER OUR 'AS FILED.' UPON CONTACTING ZDC, WE WERE ASKED OUR DIRECTION OF FLT. WE INFORMED THEM (ZDC) THAT WE WERE PROCEEDING DIRECT KINSTON VOR PER OUR 'AS FILED.' ZDC INFORMED US THAT WE WERE GIVE 'DIRECT RALEIGH, MAINTAIN 4000 FT.' RATHER THAN 'AS FILED.' THEY INSTRUCTED US TO CLB TO 6000 FT AND THEY WOULD CHK WITH SEYMOUR JOHNSON APCH TO SEE IF THEY COULD ACCEPT US. AFTER A FEW MINS, THE CTLR RETURNED, ASKED A COUPLE OF QUESTIONS, CONTENTS OF WHICH I CAN NOT REMEMBER, SAID IT MUST HAVE BEEN A GLITCH ON THE PART OF NEW BERN RADIO, AND HAD US CONTACT SEYMOUR JOHNSON APCH. TO THE BEST OF CREW'S KNOWLEDGE, THE CLRNC WAS 'AS FILED' ALTHOUGH THIS WAS NOT VERIFIED NOR CONFIRMED BY ANYONE, AND LIKEWISE, AS CLAIMED BY CTL, 'DIRECT RALEIGH' COULD NOT BE SUBSTANTIATED NOR DISPROVED BY ANY PARTY INVOLVED. THE FLT PROCEEDED UNEVENTFULLY AND WITHOUT INCIDENT DUE TO THIS CONFUSION.
