Narrative:
Turned an aircraft X nebound due to confusion with meaning of an LOA and complexity of LOA this caused aircraft X to lose IFR separation with an aircraft Y being worked by an adjacent facility. Situation was also exasperated by lack of proficiency on radar sector due to accelerated training on other sectors.
