Narrative:

Flight pit to swf. Approximately 25 mi from swf while on vectors to a visual approach. New york center issued us a TA at the same instant our TCASII called 'traffic.' shortly afterward TCASII issued a RA to climb, which we did and notified center of our actions. Once we were clear of traffic we continued to descend and were vectored to the visual for runway 9. Center cleared us for the visual. The captain had just called for gear down and final checklist when center told us to contact tower on 121.0. I switched frequency and continued with the checklist. We landed and on rollout tower let us know we had forgotten to give them a call. I feel the major factors: were the traffic conflict and TCASII RA that had taken place in the last 5 min and the timing of our checklist and handoff to the tower. The center controller had called the traffic at the same instant TCASII alerted us. We were trying to visually find the traffic with repeated callouts from the radar controller and finally a climb command from TCASII. This event probably took 10 seconds total. This event remained in the back of our minds. The second factor was the handoff being received in the middle of our checklist. I switched frequency but continued with the checklist and subsequent standard approach callouts. With the result that actually calling the tower got lost. I think the best way to deal with this type of situation is to add 'cleared to land' to our landing checklists. That is what checklists are for, to help you remember, especially when you are distraction. I'm going to add it to mine.

Title: MLG FLC HAS TFC CALLED, TCASII RA. TAKES EVASIVE ACTION, FORGETS TWR CONTACT.

Narrative: FLT PIT TO SWF. APPROX 25 MI FROM SWF WHILE ON VECTORS TO A VISUAL APCH. NEW YORK CTR ISSUED US A TA AT THE SAME INSTANT OUR TCASII CALLED 'TFC.' SHORTLY AFTERWARD TCASII ISSUED A RA TO CLB, WHICH WE DID AND NOTIFIED CTR OF OUR ACTIONS. ONCE WE WERE CLR OF TFC WE CONTINUED TO DSND AND WERE VECTORED TO THE VISUAL FOR RWY 9. CTR CLRED US FOR THE VISUAL. THE CAPT HAD JUST CALLED FOR GEAR DOWN AND FINAL CHKLIST WHEN CTR TOLD US TO CONTACT TWR ON 121.0. I SWITCHED FREQ AND CONTINUED WITH THE CHKLIST. WE LANDED AND ON ROLLOUT TWR LET US KNOW WE HAD FORGOTTEN TO GIVE THEM A CALL. I FEEL THE MAJOR FACTORS: WERE THE TFC CONFLICT AND TCASII RA THAT HAD TAKEN PLACE IN THE LAST 5 MIN AND THE TIMING OF OUR CHKLIST AND HDOF TO THE TWR. THE CTR CTLR HAD CALLED THE TFC AT THE SAME INSTANT TCASII ALERTED US. WE WERE TRYING TO VISUALLY FIND THE TFC WITH REPEATED CALLOUTS FROM THE RADAR CTLR AND FINALLY A CLB COMMAND FROM TCASII. THIS EVENT PROBABLY TOOK 10 SECONDS TOTAL. THIS EVENT REMAINED IN THE BACK OF OUR MINDS. THE SECOND FACTOR WAS THE HDOF BEING RECEIVED IN THE MIDDLE OF OUR CHKLIST. I SWITCHED FREQ BUT CONTINUED WITH THE CHKLIST AND SUBSEQUENT STANDARD APCH CALLOUTS. WITH THE RESULT THAT ACTUALLY CALLING THE TWR GOT LOST. I THINK THE BEST WAY TO DEAL WITH THIS TYPE OF SITUATION IS TO ADD 'CLRED TO LAND' TO OUR LNDG CHKLISTS. THAT IS WHAT CHKLISTS ARE FOR, TO HELP YOU REMEMBER, ESPECIALLY WHEN YOU ARE DISTR. I'M GOING TO ADD IT TO MINE.
