Narrative:
Small aircraft X climbing to 3500 assigned altitude, small aircraft Y flew by close on starboard side. Called 'near miss' and requested to talk to supervisor on another channel. On arrival at avl called tower at tpa. Supervisor advised me that there had been an operational error. No TA's issued to either aircraft. Small aircraft Y was climbing to 4000.

Narrative: SMA X CLBING TO 3500 ASSIGNED ALT, SMA Y FLEW BY CLOSE ON STARBOARD SIDE. CALLED 'NEAR MISS' AND REQUESTED TO TALK TO SUPVR ON ANOTHER CHANNEL. ON ARR AT AVL CALLED TWR AT TPA. SUPVR ADVISED ME THAT THERE HAD BEEN AN OPERROR. NO TA'S ISSUED TO EITHER ACFT. SMA Y WAS CLBING TO 4000.
