Narrative:
Commuter Y on final to 6R as we were cleared for takeoff on 32. We, air carrier X taxied into position and were ready to apply power as landing aircraft Y was about to go behind us on his roll out. We delayed advancing power above idle until we thought the commuter would be clear of our exhaust area. We then advised tower we were 'rolling.' better procedure would be to ask specifically if traffic was clear. Or for tower to advise us when the traffic was clear -- even to cancel takeoff clearance until traffic is clear. Callback conversation with reporter revealed the following information. Callback to facility reveals that there is a facility policy that air carrier aircraft cannot depart runway 32 when there is a landing on runway 6L/6R unless the departure is rolling and passed taxiway left. It is possible in this case that this procedure was being used by the controller, but the departure aircraft saw the arrival and on his own decided to hold. On the other hand, if jet blast would have impacted the landing aircraft, then maybe the controller was not complying with facility policy.

Title: FLC OF ACR FRT WDB DELAYS TKOF FOR TFC XING BEHIND ON ROLLOUT AFTER LNDG ON XING RWY.
Narrative: COMMUTER Y ON FINAL TO 6R AS WE WERE CLRED FOR TKOF ON 32. WE, ACR X TAXIED INTO POS AND WERE READY TO APPLY PWR AS LNDG ACFT Y WAS ABOUT TO GO BEHIND US ON HIS ROLL OUT. WE DELAYED ADVANCING PWR ABOVE IDLE UNTIL WE THOUGHT THE COMMUTER WOULD BE CLR OF OUR EXHAUST AREA. WE THEN ADVISED TWR WE WERE 'ROLLING.' BETTER PROC WOULD BE TO ASK SPECIFICALLY IF TFC WAS CLR. OR FOR TWR TO ADVISE US WHEN THE TFC WAS CLR -- EVEN TO CANCEL TKOF CLRNC UNTIL TFC IS CLR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CALLBACK TO FACILITY REVEALS THAT THERE IS A FACILITY POLICY THAT ACR ACFT CANNOT DEPART RWY 32 WHEN THERE IS A LNDG ON RWY 6L/6R UNLESS THE DEP IS ROLLING AND PASSED TAXIWAY L. IT IS POSSIBLE IN THIS CASE THAT THIS PROC WAS BEING USED BY THE CTLR, BUT THE DEP ACFT SAW THE ARR AND ON HIS OWN DECIDED TO HOLD. ON THE OTHER HAND, IF JET BLAST WOULD HAVE IMPACTED THE LNDG ACFT, THEN MAYBE THE CTLR WAS NOT COMPLYING WITH FACILITY POLICY.
