Narrative:
Received clearance to sfo. VFR climb on course through 17000 ft, maintain FL230. Departed oed runway 32, made left turn, intercepted J-501 10 south oed at 5000 ft. Continued climb. Out of 9000 ft, given frequency change to ZSE and told of northbound traffic, 12 O'clock, 14 mi at 12000 ft, aircraft appeared on TCASII. Had difficulty contacting ZSE. Went back to medford departure, told to level 11000 ft. Note that I leveled at 11000 ft anyway with TCASII TA. It was obvious that if I continued to climb, a near miss or even a midair collision would have occurred. This event could have been prevented had medford been using radar. Medford does not have radar! Also, suspect event would have been prevented if ZSE had coordinated our departure better with medford departure control. There is no doubt that TCASII saved the day. Without TCASII and because of the VHF frequency confusion, I probably would have continued climbing into this northbound traffic.

Title: CAPT OF ACR MLG ACFT STOPPED CLBING IN RESPONSE TO A TCASII COMMAND.
Narrative: RECEIVED CLRNC TO SFO. VFR CLB ON COURSE THROUGH 17000 FT, MAINTAIN FL230. DEPARTED OED RWY 32, MADE L TURN, INTERCEPTED J-501 10 S OED AT 5000 FT. CONTINUED CLB. OUT OF 9000 FT, GIVEN FREQ CHANGE TO ZSE AND TOLD OF NBOUND TFC, 12 O'CLOCK, 14 MI AT 12000 FT, ACFT APPEARED ON TCASII. HAD DIFFICULTY CONTACTING ZSE. WENT BACK TO MEDFORD DEP, TOLD TO LEVEL 11000 FT. NOTE THAT I LEVELED AT 11000 FT ANYWAY WITH TCASII TA. IT WAS OBVIOUS THAT IF I CONTINUED TO CLB, A NEAR MISS OR EVEN A MIDAIR COLLISION WOULD HAVE OCCURRED. THIS EVENT COULD HAVE BEEN PREVENTED HAD MEDFORD BEEN USING RADAR. MEDFORD DOES NOT HAVE RADAR! ALSO, SUSPECT EVENT WOULD HAVE BEEN PREVENTED IF ZSE HAD COORDINATED OUR DEP BETTER WITH MEDFORD DEP CTL. THERE IS NO DOUBT THAT TCASII SAVED THE DAY. WITHOUT TCASII AND BECAUSE OF THE VHF FREQ CONFUSION, I PROBABLY WOULD HAVE CONTINUED CLBING INTO THIS NBOUND TFC.
