Narrative:

At FL270, descending to FL260, TCASII gave a TA followed by an RA to climb. At the time of the TA, bogota ATC was giving us clearance to FL230! First officer flying immediately climbed. At FL278 vertical separation was adequate, climb stopped. Intruder passed off to right side. Min vertical separation was 900 ft during evasive climb. The other aircraft appeared to be climbing through FL260. Bogota ATC was notified immediately, and did not seem concerned. (Welcome to south american flying -- TCASII works)!

Narrative: AT FL270, DSNDING TO FL260, TCASII GAVE A TA FOLLOWED BY AN RA TO CLB. AT THE TIME OF THE TA, BOGOTA ATC WAS GIVING US CLRNC TO FL230! FO FLYING IMMEDIATELY CLBED.
