Narrative:
Air carrier X entered sea approach airspace without a handoff or coordination. Supervisor notified immediately, no action taken. Callback conversation with reporter revealed the following information: reporter stated FAA supervisors, after being informed of a possible operational deviation or operational error, are not relieving the controller to investigate the incident which is against FAA headquarters policy. Reporter stated supervisor called ZSE supervisor and told them to be sure aircraft are radar handoff prior to entering TRACON airspace.

Title: ACR X UNCOORDINATED AIRSPACE PENETRATION. OPDEV.
Narrative: ACR X ENTERED SEA APCH AIRSPACE WITHOUT A HDOF OR COORD. SUPVR NOTIFIED IMMEDIATELY, NO ACTION TAKEN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED FAA SUPVRS, AFTER BEING INFORMED OF A POSSIBLE OPDEV OR OPERROR, ARE NOT RELIEVING THE CTLR TO INVESTIGATE THE INCIDENT WHICH IS AGAINST FAA HEADQUARTERS POLICY. RPTR STATED SUPVR CALLED ZSE SUPVR AND TOLD THEM TO BE SURE ACFT ARE RADAR HDOF PRIOR TO ENTERING TRACON AIRSPACE.
