Narrative:

Elp approach called sector 20 requesting direct row VORTAC on navy X. Controller approved it. X departed and was climbed to FL250. Handoff was initiated to sector 23 and upon handoff acceptance navy X was frequency changed to sector 21. Controller was unaware of deviation until amic called the team supervisor. Hmn approach control called amic (area manager in charge) and informed him that their attempts to call either sector 20 or sector 21 were unheeded. Deviation was unnoticed by the controller therefore evasive action was not taken.

Title: UNCOORDINATED PENETRATION OF AIRSPACE. OPERATIONAL DEVIATION.

Narrative: ELP APCH CALLED SECTOR 20 REQUESTING DIRECT ROW VORTAC ON NAVY X. CTLR APPROVED IT. X DEPARTED AND WAS CLBED TO FL250. HDOF WAS INITIATED TO SECTOR 23 AND UPON HDOF ACCEPTANCE NAVY X WAS FREQ CHANGED TO SECTOR 21. CTLR WAS UNAWARE OF DEVIATION UNTIL AMIC CALLED THE TEAM SUPVR. HMN APCH CTL CALLED AMIC (AREA MGR IN CHARGE) AND INFORMED HIM THAT THEIR ATTEMPTS TO CALL EITHER SECTOR 20 OR SECTOR 21 WERE UNHEEDED. DEVIATION WAS UNNOTICED BY THE CTLR THEREFORE EVASIVE ACTION WAS NOT TAKEN.
