Narrative:
Final approach stewart newburg, ny, VOR runway 27. Small aircraft (private) appeared on TCASII screen 100 ft below us at a distance of approximately 1 mi. We initiated a climb. Immediately after initiation TCASII issued RA to 'climb.' TCASII then issued 'monitor vertical speed.' we showed 500 ft separation as aircraft passed below us. TCASII issued 'clear of conflict.' we resumed approach. Called approach control after landing. This was the traffic he had called to us at approximately 11 mi on final. He asked tower to not pass us over yet till clear of traffic (we were told this on telephone). We were in climb when approach called the traffic again. We did not respond to his call due to avoidance of other aircraft. We were told this is not an isolated occurrence in this area. More frequent TA's during the approach would have led to an earlier avoidance of his altitude. We were within 5 mi of the field.

Title: FO OF ACR LGT ACFT TOOK EVASIVE ACTION IN RESPONSE TO A TCASII RA AND THE SIGHTING OF ANOTHER ACFT DURING AN INST APCH.
Narrative: FINAL APCH STEWART NEWBURG, NY, VOR RWY 27. SMALL ACFT (PRIVATE) APPEARED ON TCASII SCREEN 100 FT BELOW US AT A DISTANCE OF APPROX 1 MI. WE INITIATED A CLB. IMMEDIATELY AFTER INITIATION TCASII ISSUED RA TO 'CLB.' TCASII THEN ISSUED 'MONITOR VERT SPD.' WE SHOWED 500 FT SEPARATION AS ACFT PASSED BELOW US. TCASII ISSUED 'CLR OF CONFLICT.' WE RESUMED APCH. CALLED APCH CTL AFTER LNDG. THIS WAS THE TFC HE HAD CALLED TO US AT APPROX 11 MI ON FINAL. HE ASKED TWR TO NOT PASS US OVER YET TILL CLR OF TFC (WE WERE TOLD THIS ON TELEPHONE). WE WERE IN CLB WHEN APCH CALLED THE TFC AGAIN. WE DID NOT RESPOND TO HIS CALL DUE TO AVOIDANCE OF OTHER ACFT. WE WERE TOLD THIS IS NOT AN ISOLATED OCCURRENCE IN THIS AREA. MORE FREQUENT TA'S DURING THE APCH WOULD HAVE LED TO AN EARLIER AVOIDANCE OF HIS ALT. WE WERE WITHIN 5 MI OF THE FIELD.
