Narrative:
I was taxiing northeast on runway 6R to get to runway 24R at bkl. As I approached the end of 6R, I realized that there was an aircraft on the taxiway connecting the 2 parallel runways. I did not see a second aircraft stopped at the end of the runway (6R). As I was approaching from directly behind him, neither wingtip position light was visible to me. The only light that was visible was the white tail light. However, my windscreen was covered with water from the rain, and the lights of many buildings were directly in my face. The glare completely washed out the tail position light of the other aircraft. I did not see the tail of the aircraft until a few seconds before impact, and there was insufficient room to stop. The right propeller of my aircraft struck the tailcone of the other aircraft which was an small transport. Most smts are not equipped with rotating beacons, as was the case here. Had the aircraft had a rotating beacon, this incident would not have occurred.
Original NASA ASRS Text
Title: SMA TWIN ENG ACFT COLLIDED WITH ANOTHER SMA TWIN ENG ACFT DURING TAXI FOR TKOF AT NIGHT WITH TWR CLOSED.
Narrative: I WAS TAXIING NE ON RWY 6R TO GET TO RWY 24R AT BKL. AS I APCHED THE END OF 6R, I REALIZED THAT THERE WAS AN ACFT ON THE TAXIWAY CONNECTING THE 2 PARALLEL RWYS. I DID NOT SEE A SECOND ACFT STOPPED AT THE END OF THE RWY (6R). AS I WAS APCHING FROM DIRECTLY BEHIND HIM, NEITHER WINGTIP POS LIGHT WAS VISIBLE TO ME. THE ONLY LIGHT THAT WAS VISIBLE WAS THE WHITE TAIL LIGHT. HOWEVER, MY WINDSCREEN WAS COVERED WITH WATER FROM THE RAIN, AND THE LIGHTS OF MANY BUILDINGS WERE DIRECTLY IN MY FACE. THE GLARE COMPLETELY WASHED OUT THE TAIL POS LIGHT OF THE OTHER ACFT. I DID NOT SEE THE TAIL OF THE ACFT UNTIL A FEW SECONDS BEFORE IMPACT, AND THERE WAS INSUFFICIENT ROOM TO STOP. THE R PROP OF MY ACFT STRUCK THE TAILCONE OF THE OTHER ACFT WHICH WAS AN SMT. MOST SMTS ARE NOT EQUIPPED WITH ROTATING BEACONS, AS WAS THE CASE HERE. HAD THE ACFT HAD A ROTATING BEACON, THIS INCIDENT WOULD NOT HAVE OCCURRED.
