Narrative:
Received TCASII generated RA after ATC advised us traffic would level at 3000. Traffic continued climbing and TCASII issued the RA. We initiated climb and leveled off at about 4500 ft. Arrival rtes to jfk sends propellers and turboprops over bridgeport at 4000 for all arrs from upstate ny. This becomes a safety hazard when wkend pleasure traffic increases controller workload. Some are not very proficient in ATC communications and this puts an extra strain on an overloaded system. With everyone cutting each other off it is difficult for ATC to issue TAS. This is an accident waiting to happen.
