Narrative:
I was working the south control position at ord arriving runway 14R departing runway 27L. Wind conditions allowed for runway 14R arrs to be able to hold short of runway 27L departures. Runway 27L intersects runway 14R at a point 10000 ft down runway 14R. I had no departures at 27L, I cleared a widebody transport to land on runway 14R with no hold short instructions because it was not necessary because of the lack of departures. He landed and cleared at the T3 highspd. He was followed by an air carrier X widebody transport who was also cleared to land without hold short instructions again because of lack of departures. With widebody transport on short final, I received an air carrier Y large transport departure on runway 27L. I taxied him into position and hold and advised him of the runway 14R arrival. Air carrier X landed almost on the numbers of 14R and was under control by the T7 intersection and was taxiing (rolling out) very slowly on runway 14R. Seeing he was under control and rolling slowly I cleared air carrier Y for takeoff on runway 27L. I then received a southerly (roberts) departure strip and quickly coordinated a heading from the other controller who owned sbounds, via the intercom land line. I received a heading and cleared the medium large transport for takeoff on runway 27L while he was still 100 yards from the runway. I turned back to turn air carrier X off the runway 14R and saw that he had picked up his pace and was passing the T1 intersection heading for which I believe was runway 27L. The parallel is commonly preferred by air carrier X because of the location of their cargo facility. I became alarmed that he was heading toward runway 27L and asked if he can turn left on the parallel to clear runway 14R. Instead, he stopped abeam the runway 27L parallel on runway 14R. I realized it was barricaded. Departure rolled through his runway intersection point when air carrier was stopped 300 ft short of it. I asked where he was to park and he responded X cargo. I then turned him on runway 27L and cancelled the still taxiing medium large transport takeoff clearance which he acknowledged. Widebody transport then taxied cleared of runways 27L and 14R to parking. I had anticipated widebody transport turning off the runway much earlier because of his slow taxiing rollout.

HE WAS FOLLOWED BY AN ACR X WDB WHO WAS ALSO CLRED TO LAND WITHOUT HOLD SHORT INSTRUCTIONS AGAIN BECAUSE OF LACK OF DEPS. WITH WDB ON SHORT FINAL, I RECEIVED AN ACR Y LGT DEP ON RWY 27L. I TAXIED HIM INTO POS AND HOLD AND ADVISED HIM OF THE RWY 14R ARR. ACR X LANDED ALMOST ON THE NUMBERS OF 14R AND WAS UNDER CTL BY THE T7 INTXN AND WAS TAXIING (ROLLING OUT) VERY SLOWLY ON RWY 14R. SEEING HE WAS UNDER CTL AND ROLLING SLOWLY I CLRED ACR Y FOR TKOF ON RWY 27L. I THEN RECEIVED A SOUTHERLY (ROBERTS) DEP STRIP AND QUICKLY COORDINATED A HDG FROM THE OTHER CTLR WHO OWNED SBOUNDS, VIA THE INTERCOM LAND LINE. I RECEIVED A HDG AND CLRED THE MLG FOR TKOF ON RWY 27L WHILE HE WAS STILL 100 YARDS FROM THE RWY. I TURNED BACK TO TURN ACR X OFF THE RWY 14R AND SAW THAT HE HAD PICKED UP HIS PACE AND WAS PASSING THE T1 INTXN HDG FOR WHICH I BELIEVE WAS RWY 27L. THE PARALLEL IS COMMONLY PREFERRED BY ACR X BECAUSE OF THE LOCATION OF THEIR CARGO FACILITY. I BECAME ALARMED THAT HE WAS HDG TOWARD RWY 27L AND ASKED IF HE CAN TURN L ON THE PARALLEL TO CLR RWY 14R.
