Narrative:
I received a progress through arinc on mlt at 26N/060W. Aircraft's next point 30/70 60W is first point in my airspace (all non-radar). Previous sector had no knowledge of flight. Research shows that flight reported by 19N/050W, FL310 to arinc. Arinc did not forward message to manual sector. Piarco, the originating center, tried to coordinate the flight with ZNY, but could not reach controller via land lines. Teletype message was sent, but never received by ZNY (teletype inoperative for a while). The flight was in ny's non- radar airspace for about 1 1/2 hours at FL310 with controllers having no knowledge of it. There were no other aircraft involved. LOA with piarco requires approval from ny before aircraft enters its airspace. Flight had no communication with arinc after 60W. Finally came up just prior to 70W after numerous attempts to call. P.south., spoke to arinc -- flight was unable to forward complete progress to arinc due to interference. That's why arinc did not send 19/50 progress.

Title: MTR UNAUTH AIRSPACE ENTRY INTO ZNY AIRSPACE. OPDEV. ARTCC ARTCC INTERFAC COORD.
Narrative: I RECEIVED A PROGRESS THROUGH ARINC ON MLT AT 26N/060W. ACFT'S NEXT POINT 30/70 60W IS FIRST POINT IN MY AIRSPACE (ALL NON-RADAR). PREVIOUS SECTOR HAD NO KNOWLEDGE OF FLT. RESEARCH SHOWS THAT FLT RPTED BY 19N/050W, FL310 TO ARINC. ARINC DID NOT FORWARD MESSAGE TO MANUAL SECTOR. PIARCO, THE ORIGINATING CTR, TRIED TO COORDINATE THE FLT WITH ZNY, BUT COULD NOT REACH CTLR VIA LAND LINES. TELETYPE MESSAGE WAS SENT, BUT NEVER RECEIVED BY ZNY (TELETYPE INOP FOR A WHILE). THE FLT WAS IN NY'S NON- RADAR AIRSPACE FOR ABOUT 1 1/2 HRS AT FL310 WITH CTLRS HAVING NO KNOWLEDGE OF IT. THERE WERE NO OTHER ACFT INVOLVED. LOA WITH PIARCO REQUIRES APPROVAL FROM NY BEFORE ACFT ENTERS ITS AIRSPACE. FLT HAD NO COM WITH ARINC AFTER 60W. FINALLY CAME UP JUST PRIOR TO 70W AFTER NUMEROUS ATTEMPTS TO CALL. P.S., SPOKE TO ARINC -- FLT WAS UNABLE TO FORWARD COMPLETE PROGRESS TO ARINC DUE TO INTERFERENCE. THAT'S WHY ARINC DID NOT SEND 19/50 PROGRESS.
