Narrative:

On climb out from lga (IMC, north of colts neck VOR, level 17000 ft, radar vectors). A TA was received on TCASII. Traffic was approximately 1 O'clock, 5 mi, 1300 ft below, and climbing. Our heading was 160 degrees when the first officer advised ATC of TA. Traffic conflict continued its climb and TCASII issued RA with 'descend' aural alert. First officer advised ATC of descent and controller directed us to maintain visual separation, turn left 090 degrees, and maintain 17000 ft. First officer stated we were in IMC and captain descended 500- ft and executed left turn. Traffic passed off our right wing, 2 mi and co-altitude. ATC (ZNY 124.75) was advised of our deviation and departure was resumed.
