Narrative:
We were 15 NM south of phk VOR at 4000 ft. TCASII issued a TA. We saw the traffic converging, then heard the TCASII give an RA. We turned right and descended 500 ft, avoided the traffic. After talking to the controller, the traffic had been VFR at the wrong VFR altitude, was not being worked by ATC. Flight continued without further incident. TCASII was instrumental in preventing a conflict.

Title: FLC OF ACR MDT ACFT TOOK EVASIVE ACTION IN RESPONSE TO TCASII RA AND VISUAL SIGHTING OF OTHER UNCTLED TFC.
Narrative: WE WERE 15 NM S OF PHK VOR AT 4000 FT. TCASII ISSUED A TA. WE SAW THE TFC CONVERGING, THEN HEARD THE TCASII GIVE AN RA. WE TURNED R AND DSNDED 500 FT, AVOIDED THE TFC. AFTER TALKING TO THE CTLR, THE TFC HAD BEEN VFR AT THE WRONG VFR ALT, WAS NOT BEING WORKED BY ATC. FLT CONTINUED WITHOUT FURTHER INCIDENT. TCASII WAS INSTRUMENTAL IN PREVENTING A CONFLICT.
