Narrative:
I observed an aircraft enter the TCA without a clearance. The aircraft was on beacon code 1200 and maneuvering at 9400 ft in a portion of the TCA designated 9000-10000 ft. Later, it was determined that the aircraft was in contact with ogden tower, and was climbing with skydivers.

Title: VFR ACFT ENTERS TCA WITHOUT ATC AUTHORIZATION.
Narrative: I OBSERVED AN ACFT ENTER THE TCA WITHOUT A CLRNC. THE ACFT WAS ON BEACON CODE 1200 AND MANEUVERING AT 9400 FT IN A PORTION OF THE TCA DESIGNATED 9000-10000 FT. LATER, IT WAS DETERMINED THAT THE ACFT WAS IN CONTACT WITH OGDEN TWR, AND WAS CLBING WITH SKYDIVERS.
