Narrative:
Taxi out to runway 23R via taxiway (ramp). Instructed to cross runway 28, hold short of 23L. First 2700 ft of 23L was closed, no runway lights. Taxiway/ramp and closed part of runway covered with packed snow. Saw the red/white 10/28 runway marker, but unable to find the 23L runway marker, and hold short line was covered with snow. Ended up off the northeast end of the runway before realizing where we were. It appears that you actually have to hold on runway 28 to avoid this problem, something I was reluctant to do because the ATIS stated that runway 28 was the active runway for departure. This situation is likely to happen again under similar night/snowy taxiways/shortened runway conditions to people not real familiar with the layout. Even though both of us had our 10-9 page in front of us, there just wasn't enough visual information to determine a hold short point for 23L. If tower would just tell us to hold on runway 28 instead of hold short of 23L, it would be much easier to avoid a problem.

Title: CAPT OF MLG ACR ACFT INADVERTENTLY TAXIED ONTO AN ACTIVE RWY IN WHICH THE CLRNC WAS TO HOLD SHORT.
Narrative: TAXI OUT TO RWY 23R VIA TAXIWAY (RAMP). INSTRUCTED TO CROSS RWY 28, HOLD SHORT OF 23L. FIRST 2700 FT OF 23L WAS CLOSED, NO RWY LIGHTS. TAXIWAY/RAMP AND CLOSED PART OF RWY COVERED WITH PACKED SNOW. SAW THE RED/WHITE 10/28 RWY MARKER, BUT UNABLE TO FIND THE 23L RWY MARKER, AND HOLD SHORT LINE WAS COVERED WITH SNOW. ENDED UP OFF THE NE END OF THE RWY BEFORE REALIZING WHERE WE WERE. IT APPEARS THAT YOU ACTUALLY HAVE TO HOLD ON RWY 28 TO AVOID THIS PROBLEM, SOMETHING I WAS RELUCTANT TO DO BECAUSE THE ATIS STATED THAT RWY 28 WAS THE ACTIVE RWY FOR DEP. THIS SITUATION IS LIKELY TO HAPPEN AGAIN UNDER SIMILAR NIGHT/SNOWY TAXIWAYS/SHORTENED RWY CONDITIONS TO PEOPLE NOT REAL FAMILIAR WITH THE LAYOUT. EVEN THOUGH BOTH OF US HAD OUR 10-9 PAGE IN FRONT OF US, THERE JUST WASN'T ENOUGH VISUAL INFO TO DETERMINE A HOLD SHORT POINT FOR 23L. IF TWR WOULD JUST TELL US TO HOLD ON RWY 28 INSTEAD OF HOLD SHORT OF 23L, IT WOULD BE MUCH EASIER TO AVOID A PROBLEM.
