Narrative:
Nqx gave me the following inbounds: small aircraft X from the north on a VOR-13 approach, air carrier Y on a surveillance approach unless he gets the field in sight then a visual approach from the southeast, cpr Z from the southeast on a surveillance approach unless he gets the field in sight then a va approach. (All the WX was on the north side of the keys, visual approachs were possible from the southeast.) later nqx called over and said air carrier Y had the field in sight coming to us on a visual approach and cpr Z had air carrier Y in sight coming to us on a visual approach. Both aircraft air carrier Y and cpr Z checked in with eyw tower saying they were on a visual approach and cpr Z said he had air carrier Y in sight. Right after air carrier Y reports south of the tower on a right downwind, small aircraft X calls the tower and said he's north on a left downwind. Local controller verified he was still IFR and he said yes on a visual approach. Nqx never called over to tell us this and small aircraft X didn't say he had air carrier Y or cpr Z in sight. I called nqx to make sure we were supposed to be talking to small aircraft X and they said yes. I then told them that we didn't have him in sight and I don't think he has air carrier Y or cpr Z in sight. I was given a standby. Meanwhile, small aircraft X reported the western shore line (on final). The local controller told him he didn't have him in sight to report overhead the field at 1200 ft. Air carrier Y was turning final by now. Nqx called back and gave us instructions for the aircraft. I said he's in sight on right base and has been given a landing clearance. What should we do with small aircraft X. The local controller then told small aircraft X to go west and contact approach. I told approach what we did. Small aircraft X flew overhead our field eastbound.

Narrative: NQX GAVE ME THE FOLLOWING INBOUNDS: SMA X FROM THE N ON A VOR-13 APCH, ACR Y ON A SURVEILLANCE APCH UNLESS HE GETS THE FIELD IN SIGHT THEN A VISUAL APCH FROM THE SE, CPR Z FROM THE SE ON A SURVEILLANCE APCH UNLESS HE GETS THE FIELD IN SIGHT THEN A VA APCH. (ALL THE WX WAS ON THE N SIDE OF THE KEYS, VISUAL APCHS WERE POSSIBLE FROM THE SE.) LATER NQX CALLED OVER AND SAID ACR Y HAD THE FIELD IN SIGHT COMING TO US ON A VISUAL APCH AND CPR Z HAD ACR Y IN SIGHT COMING TO US ON A VISUAL APCH. BOTH ACFT ACR Y AND CPR Z CHKED IN WITH EYW TWR SAYING THEY WERE ON A VISUAL APCH AND CPR Z SAID HE HAD ACR Y IN SIGHT. RIGHT AFTER ACR Y RPTS S OF THE TWR ON A R DOWNWIND, SMA X CALLS THE TWR AND SAID HE'S N ON A L DOWNWIND. LCL CTLR VERIFIED HE WAS STILL IFR AND HE SAID YES ON A VISUAL APCH. NQX NEVER CALLED OVER TO TELL US THIS AND SMA X DIDN'T SAY HE HAD ACR Y OR CPR Z IN SIGHT. I CALLED NQX TO MAKE SURE WE WERE SUPPOSED TO BE TALKING TO SMA X AND THEY SAID YES. I THEN TOLD THEM THAT WE DIDN'T HAVE HIM IN SIGHT AND I DON'T THINK HE HAS ACR Y OR CPR Z IN SIGHT. I WAS GIVEN A STANDBY. MEANWHILE, SMA X RPTED THE WESTERN SHORE LINE (ON FINAL). THE LCL CTLR TOLD HIM HE DIDN'T HAVE HIM IN SIGHT TO RPT OVERHEAD THE FIELD AT 1200 FT. ACR Y WAS TURNING FINAL BY NOW. NQX CALLED BACK AND GAVE US INSTRUCTIONS FOR THE ACFT. I SAID HE'S IN SIGHT ON R BASE AND HAS BEEN GIVEN A LNDG CLRNC. WHAT SHOULD WE DO WITH SMA X. THE LCL CTLR THEN TOLD SMA X TO GO W AND CONTACT APCH. I TOLD APCH WHAT WE DID. SMA X FLEW OVERHEAD OUR FIELD EBOUND.
