Narrative:
I was practicing crosswind takeoff and lndgs on runway 5. I announced my intentions on final to do a touch-and-go on runway 5. When I touched down and went full power, I saw another plane taking off on runway 17. I saw we were on a collision course and shut down and hit the brakes. Callback conversation with reporter revealed the following information: reporter said he was shooting touch-and-goes on runway 23 and not runway 5 as he said in his report. He saw the small aircraft running up for takeoff runway 17 which was the preferential runway and kept an eye on him.
