Narrative:
Air carrier X was direct kayoh intersection at 10000 ft and instructed to cross kayoh at 8000 ft at 210 KTS. Air carrier X was approximately 8 NM northeast of kayoh. I advised air carrier X of 2 targets, 10 or 11 O'clock, 2 or 3 mi, nnwbound, at indicated altitudes of 4800 ft and 5600 ft. Air carrier X was looking for traffic when he initiated a climbing RA. Air carrier X climbed to 11000 ft and stated that TCASII showed target at 9600 ft. Air carrier Y, with TCASII, was 7 mi behind air carrier X. I called the same traffic to air carrier Y. He saw the traffic and stated it was 'way down below.' air carrier Y was at 10000 ft MSL. Air carrier X was unable to comply with the kayoh crossing restrictions, which are described procedures in the coast approach/ontario approach LOA. This may be another case of 'altitude jumping' as I've previously described in another ASRS report. I am about to distribute a survey in order to determine how widespread and frequent the 'altitude jumping' phenomena is.

Title: ACR X FALSE TARGET TCASII RA NON ADHERENCE TO ATC CLRNC FAILED TO COMPLY WITH XING RESTRICTION.
Narrative: ACR X WAS DIRECT KAYOH INTXN AT 10000 FT AND INSTRUCTED TO CROSS KAYOH AT 8000 FT AT 210 KTS. ACR X WAS APPROX 8 NM NE OF KAYOH. I ADVISED ACR X OF 2 TARGETS, 10 OR 11 O'CLOCK, 2 OR 3 MI, NNWBOUND, AT INDICATED ALTS OF 4800 FT AND 5600 FT. ACR X WAS LOOKING FOR TFC WHEN HE INITIATED A CLBING RA. ACR X CLBED TO 11000 FT AND STATED THAT TCASII SHOWED TARGET AT 9600 FT. ACR Y, WITH TCASII, WAS 7 MI BEHIND ACR X. I CALLED THE SAME TFC TO ACR Y. HE SAW THE TFC AND STATED IT WAS 'WAY DOWN BELOW.' ACR Y WAS AT 10000 FT MSL. ACR X WAS UNABLE TO COMPLY WITH THE KAYOH XING RESTRICTIONS, WHICH ARE DESCRIBED PROCS IN THE COAST APCH/ONTARIO APCH LOA. THIS MAY BE ANOTHER CASE OF 'ALT JUMPING' AS I'VE PREVIOUSLY DESCRIBED IN ANOTHER ASRS RPT. I AM ABOUT TO DISTRIBUTE A SURVEY IN ORDER TO DETERMINE HOW WIDESPREAD AND FREQUENT THE 'ALT JUMPING' PHENOMENA IS.
