Narrative:

Engine failure during cruise flight necessitated landing at vrb -- attempt was made to contact tower on 126.1, however, frequency had been changed. Attempt was made on 121.5 -- orlando answered call and advised vrb did not monitor 121.5. They (orlando) were going to call vrb frequency, but call back not received. Subsequent landing was made at controled airport without clearance. Controled airports should all monitor 121.5 to preclude these incidents.

Title: AN SMA PLT LANDED WITHOUT TWR CLRNC DURING AN APCH AFTER AN ENG FAILURE.

Narrative: ENG FAILURE DURING CRUISE FLT NECESSITATED LNDG AT VRB -- ATTEMPT WAS MADE TO CONTACT TWR ON 126.1, HOWEVER, FREQ HAD BEEN CHANGED. ATTEMPT WAS MADE ON 121.5 -- ORLANDO ANSWERED CALL AND ADVISED VRB DID NOT MONITOR 121.5. THEY (ORLANDO) WERE GOING TO CALL VRB FREQ, BUT CALL BACK NOT RECEIVED. SUBSEQUENT LNDG WAS MADE AT CTLED ARPT WITHOUT CLRNC. CTLED ARPTS SHOULD ALL MONITOR 121.5 TO PRECLUDE THESE INCIDENTS.
