Narrative:
En route from see to sns, lost sight of ground references, and made error in VOR navigation. Intended to be on victor airway from tannr to pdz VOR, may have passed over restr area at or near camp pendleton. To prevent recurrence, pilot should intercept victor airway clearly and follow airway to VOR. Additional vigilance of VOR radials also would be advisable. VOR #1 was out and has been squawked for repairs. Pilot should xref chart and navaids to insure direct flight over intended airspace and avoidance of restr flight areas.
