Narrative:
On vectors to intercept the bur localizer we were cleared for the ILS 8 approach. #1 navigation radio was tuned to 109.5 and the GS flag was in view on the #1 HSI. #2 navigation radio was tuned to vny VOR (113.1). Localizer and VOR were both indented and localizer on #1 was functioning properly. 'Silex' intersection was crossed at 3500 ft MSL and descent was commenced to MDA (1140 ft MSL), since GS was showing inoperative on #1 HSI. Approximately 2 mins later, the #2 navigation radio was tuned to the bur localizer, which is presented on the #1 ADI. GS was showing below glidepath. Descent was stopped and a slight climb commenced at about 1500 ft MSL. Shortly (within seconds) after bur tower instructed us to maintain 2000 ft MSL, glidepath was intercepted and a landing to runway 8 was accomplished. A phone call to bur TRACON was requested by the tower. Bur TRACON wanted to know the reason for transiting vny's airspace and the same explanation as above was given.

SHORTLY (WITHIN SECONDS) AFTER BUR TWR INSTRUCTED US TO MAINTAIN 2000 FT MSL, GLIDEPATH WAS INTERCEPTED AND A LNDG TO RWY 8 WAS ACCOMPLISHED. A PHONE CALL TO BUR TRACON WAS REQUESTED BY THE TWR. BUR TRACON WANTED TO KNOW THE REASON FOR TRANSITING VNY'S AIRSPACE AND THE SAME EXPLANATION AS ABOVE WAS GIVEN.
