Narrative:
Aircraft departed W98 VFR in good WX. I contacted richmond approach just after takeoff and asked for our IFR clearance to 4i0. We were given a transponder code which I immediately set. No further xmissions occurred with ric approach for 2-3 mins, at which time we were instructed to level at 9000 ft. I reported that we were at 9200 ft and going back down to 9000 ft. At that time I saw the medium large transport air carrier to our left approximately 1/2 mi and at approximately same altitude. The pilot of the medium large transport asked ric about us. He also said the light transport appeared to be in formation with him and that his TCASII had alerted him to our presence. Ric said that he would report the incident. I was not asked anything nor did I make any statements nor ask any questions on the air (frequency 119.9). I subsequently was given a ZDC frequency and rest of flight was uneventful. I believe ric approach was slow to establish radar contact with us and I believe I was overtaken from the 6 O'clock position by an air carrier medium large transport climbing on a similar route. No evasive action was taken by us and was not needed when we saw the other aircraft. I believe ric approach could have established radar contact and given appropriate advisories in a more timely manner. I believe the air carrier medium large transport overtook us from the rear and avoided us because of their TCASII.

Title: FLC OF AN MLG ACR ACFT MADE EVASIVE TURN TO AVOID RPTED ACFT DURING CLB IN VFR CONDITIONS.
Narrative: ACFT DEPARTED W98 VFR IN GOOD WX. I CONTACTED RICHMOND APCH JUST AFTER TKOF AND ASKED FOR OUR IFR CLRNC TO 4I0. WE WERE GIVEN A XPONDER CODE WHICH I IMMEDIATELY SET. NO FURTHER XMISSIONS OCCURRED WITH RIC APCH FOR 2-3 MINS, AT WHICH TIME WE WERE INSTRUCTED TO LEVEL AT 9000 FT. I RPTED THAT WE WERE AT 9200 FT AND GOING BACK DOWN TO 9000 FT. AT THAT TIME I SAW THE MLG ACR TO OUR L APPROX 1/2 MI AND AT APPROX SAME ALT. THE PLT OF THE MLG ASKED RIC ABOUT US. HE ALSO SAID THE LTT APPEARED TO BE IN FORMATION WITH HIM AND THAT HIS TCASII HAD ALERTED HIM TO OUR PRESENCE. RIC SAID THAT HE WOULD RPT THE INCIDENT.
