Narrative:
Due to an idiotic LOA between stapleton international and jeffco ATCT, a small transport was much too high to complete approach. Aircraft had to maneuver in den's airspace. Had the manager of den air traffic control allowed a realistic LOA that was concerned with safety (it isn't) no violation would have occurred. Pilot did nothing wrong, the FAA is to blame.

Title: SMT ON FINAL APCH MAKES A TURN BECAUSE OF HIGH ALT. CTLR RPTR BLAMES NEW LOA AS THE PROB.
Narrative: DUE TO AN IDIOTIC LOA BTWN STAPLETON INTL AND JEFFCO ATCT, A SMT WAS MUCH TOO HIGH TO COMPLETE APCH. ACFT HAD TO MANEUVER IN DEN'S AIRSPACE. HAD THE MGR OF DEN AIR TFC CTL ALLOWED A REALISTIC LOA THAT WAS CONCERNED WITH SAFETY (IT ISN'T) NO VIOLATION WOULD HAVE OCCURRED. PLT DID NOTHING WRONG, THE FAA IS TO BLAME.
