Narrative:
Flight was level at FL290 over lufkin, tx. We were proceeding direct to shv. Another air carrier flight below us was cleared to FL280. Our TCASII emitted a climb RA indicating approximately 3000 FPM. We climbed immediately and were clear of conflict when we reached FL300. After TCASII indicated 'clear of conflict' we notified center of the RA and descending back to FL290. I do not think the other flight ever violated their airspace, however, I think the rate of closure was great and subsequently caused TCASII to issue an RA.

Title: ALTDEV ALT EXCURSION IN FLC RESPONSE TO TCASII RA.
Narrative: FLT WAS LEVEL AT FL290 OVER LUFKIN, TX. WE WERE PROCEEDING DIRECT TO SHV. ANOTHER ACR FLT BELOW US WAS CLRED TO FL280. OUR TCASII EMITTED A CLB RA INDICATING APPROX 3000 FPM. WE CLBED IMMEDIATELY AND WERE CLR OF CONFLICT WHEN WE REACHED FL300. AFTER TCASII INDICATED 'CLR OF CONFLICT' WE NOTIFIED CTR OF THE RA AND DSNDING BACK TO FL290. I DO NOT THINK THE OTHER FLT EVER VIOLATED THEIR AIRSPACE, HOWEVER, I THINK THE RATE OF CLOSURE WAS GREAT AND SUBSEQUENTLY CAUSED TCASII TO ISSUE AN RA.
