Narrative:
Second day of IOE for new captain. On approach to bwi (visual) runway 10, tower controller requested we side-step to runway 15R. As instructor was programming for runway change, I observed aircraft on a long final for what I thought was runway 15L (commuter aircraft). As we turned short final TCASII gave warning 'do not descend.' I maintained altitude and flew commands of TCASII. Executed missed approach without further incident. Later learned other aircraft was air carrier flight on final for runway 15R also. Not sure of conflict altitudes. Tower controller was working both tower and ground control. An aircraft had been cleared for takeoff on runway 28.

Title: POTENTIAL CONFLICT DURING A CIRCLE TO ANOTHER RWY IN A NIGHT OP.
Narrative: SECOND DAY OF IOE FOR NEW CAPT. ON APCH TO BWI (VISUAL) RWY 10, TWR CTLR REQUESTED WE SIDE-STEP TO RWY 15R. AS INSTRUCTOR WAS PROGRAMMING FOR RWY CHANGE, I OBSERVED ACFT ON A LONG FINAL FOR WHAT I THOUGHT WAS RWY 15L (COMMUTER ACFT). AS WE TURNED SHORT FINAL TCASII GAVE WARNING 'DO NOT DSND.' I MAINTAINED ALT AND FLEW COMMANDS OF TCASII. EXECUTED MISSED APCH WITHOUT FURTHER INCIDENT. LATER LEARNED OTHER ACFT WAS ACR FLT ON FINAL FOR RWY 15R ALSO. NOT SURE OF CONFLICT ALTS. TWR CTLR WAS WORKING BOTH TWR AND GND CTL. AN ACFT HAD BEEN CLRED FOR TKOF ON RWY 28.
