Narrative:
Out of FL240 received clearance to cross gland intersection at 9000 ft after intercepting iad 234 degree radial. We were then vectored through airway for traffic. As I was correcting a loud propeller sync noise, clearance was received by PNF, first officer, to fly 070 degree radial and rejoin the arrival and cross gland intersection at 9000 ft. We were already at 9000 ft. I did not hear the clearance and when PNF relayed to me she stated we were to cross gland intersection at 7000 ft. We discussed this because it seemed strange, but due to recent vectors we thought he needed us lower. Center called us at 8000 ft and we offered to go back to 9000 ft but he said he worked it out. Always verify. Further conversations with company aircraft pilots indicated that my PNF had actually read back 9000 ft but had actually set 7000 ft in the altitude window and told me 7000 ft.

Narrative: OUT OF FL240 RECEIVED CLRNC TO CROSS GLAND INTXN AT 9000 FT AFTER INTERCEPTING IAD 234 DEG RADIAL. WE WERE THEN VECTORED THROUGH AIRWAY FOR TFC. AS I WAS CORRECTING A LOUD PROP SYNC NOISE, CLRNC WAS RECEIVED BY PNF, FO, TO FLY 070 DEG RADIAL AND REJOIN THE ARR AND CROSS GLAND INTXN AT 9000 FT. WE WERE ALREADY AT 9000 FT. I DID NOT HEAR THE CLRNC AND WHEN PNF RELAYED TO ME SHE STATED WE WERE TO CROSS GLAND INTXN AT 7000 FT. WE DISCUSSED THIS BECAUSE IT SEEMED STRANGE, BUT DUE TO RECENT VECTORS WE THOUGHT HE NEEDED US LOWER. CTR CALLED US AT 8000 FT AND WE OFFERED TO GO BACK TO 9000 FT BUT HE SAID HE WORKED IT OUT. ALWAYS VERIFY. FURTHER CONVERSATIONS WITH COMPANY ACFT PLTS INDICATED THAT MY PNF HAD ACTUALLY READ BACK 9000 FT BUT HAD ACTUALLY SET 7000 FT IN THE ALT WINDOW AND TOLD ME 7000 FT.
