Narrative:
After several attempts to get certain company capts to properly perform checklists in accordance with the operations manual, I'm still thwarted. Alpa prostandards simply has not been effective. The company management is amoral and probably unethical in their approach to other personnel problems so I cannot ask them for help. At best they would say the reporter of the problem is the problem and fire me. In talking it over with other first officer's we have agreed to just do the checklists on our own and hope the capts will see the light. While company has had a stable group of first officer's who know what they are doing this is ok. But now we are hiring again and the possibility of the captain's omissions hurting somebody is on the rise. The capts concerned have varying degrees of omission and or commission, some I feel funny telling about because they perform the function 100 percent accurately except they refuse to do it challenge and response. Others say 'you do it.' others don't say anything but neither do they call for the checklist. A few capts did improve their performance for a while but some of these have resumed their old practices once a little time had passed. Because ours is a small company, I'm begging you not to do anything that will identify me. I probably cannot get another flying job in today's economy yet I have to improve the professionalism of this company to keep it safe to keep the company alive, so I have a job. Could you put an investigator through company syllabus and get him to fly our rtes to identify our nonperforming capts and save the company and my job. If you simply pull the voice recorder on select capts they will focus on me for my prior complaints. Callback conversation with reporter revealed the following information: reporter states he is so very frustrated because he feels safety is really being compromised. When FAA comes aboard, capts perform very well. When they are gone, back to 'loose' operations. He believes FAA needs to pull the cockpit voice recorder at the end of a flight to determine true performance. Reporter is a retired military pilot who is used to some cockpit discipline. Analyst referred him to the FAA hotline.

I PROBABLY CANNOT GET ANOTHER FLYING JOB IN TODAY'S ECONOMY YET I HAVE TO IMPROVE THE PROFESSIONALISM OF THIS COMPANY TO KEEP IT SAFE TO KEEP THE COMPANY ALIVE, SO I HAVE A JOB. WHEN THEY ARE GONE, BACK TO 'LOOSE' OPS. HE BELIEVES FAA NEEDS TO PULL THE COCKPIT VOICE RECORDER AT THE END OF A FLT TO DETERMINE TRUE PERFORMANCE.
