Narrative:
I participated in a 'fly-by' at 800 ft AGL; at the bkd airport on may/sun/93. Several type aircraft operating at altitudes from 200 ft AGL through 800 AGL. Airspds varied from 60 mph to 160 mph. Due to the amount of traffic (40 plus aircraft) most pilots (9 out of 17) brought a 'traffic observer' in the back seat as is done at most air shows (usually with the 'blessings' of the FAA). After landing all of the pilots that had observers were advised by the FAA representatives that we had 'violated' the air show waiver by exceeding the 'minimum crew' that was required. At previous air shows an 'observer' was considered to be additional safety factor. The air show waiver was for low level aerobatics, high speed passes (250 KTS plus), aerobatics on an airway, etc. None of these things were done on my 'fly-by.' while I don't agree that I was in violation of the waiver I do believe that flying with an observer was safer than flying without one. P.south. The 'formation' was thoroughly planned and briefed prior to takeoff as required by far 91.

Title: PLT OF A PVT MTR ACFT EXCEEDED THE MINIMUM CREW AIR SHOW WAIVER PROVISION BY CARRYING AN OBSERVER.
Narrative: I PARTICIPATED IN A 'FLY-BY' AT 800 FT AGL; AT THE BKD ARPT ON MAY/SUN/93. SEVERAL TYPE ACFT OPERATING AT ALTS FROM 200 FT AGL THROUGH 800 AGL. AIRSPDS VARIED FROM 60 MPH TO 160 MPH. DUE TO THE AMOUNT OF TFC (40 PLUS ACFT) MOST PLTS (9 OUT OF 17) BROUGHT A 'TFC OBSERVER' IN THE BACK SEAT AS IS DONE AT MOST AIR SHOWS (USUALLY WITH THE 'BLESSINGS' OF THE FAA). AFTER LNDG ALL OF THE PLTS THAT HAD OBSERVERS WERE ADVISED BY THE FAA REPRESENTATIVES THAT WE HAD 'VIOLATED' THE AIR SHOW WAIVER BY EXCEEDING THE 'MINIMUM CREW' THAT WAS REQUIRED.
