Narrative:
I was not aware of dillingham runway being notamed closed. I also, as PF on the landing of X, monitored ATC while the first officer copied ATIS. No mention by first officer or FSS as to runway being closed. On takeoff flight Y, again first officer copied ATIS and clearance and worked radios until taking controls for takeoff. I personally was not made aware until week of jun/wed/93 that any problem existed, i.e., runway closed and equipment on runway. I did not see any equipment and by monitoring ATC did not copy ATIS. FSS did not mention anything at all other than to ask if we had ATIS code. FSS in dillingham has been very curt when aircraft ask for permission to land when maintenance is on runway. At one time during snow removal, I advised dlg FSS 15 mins out for ppr and was told to call at only 10 mins, not 15 or 5 as per 10 min ppr on ATIS. When asked by phone, was told maintenance wanted to stay on runway till last possible min. I have also heard dlg maintenance recently on jun/sun/93 or jun/mon/93 that ppr's were too much trouble so they would only close the runway, and then clear it for arriving aircraft. I think a little courtesy by FSS and more supervision by myself will keep this from occurring again.
Original NASA ASRS Text
Title: AN ACR LTT LANDED AND TOOK OFF FROM A RWY THAT WAS CLOSED PER A NOTAM.
Narrative: I WAS NOT AWARE OF DILLINGHAM RWY BEING NOTAMED CLOSED. I ALSO, AS PF ON THE LNDG OF X, MONITORED ATC WHILE THE FO COPIED ATIS. NO MENTION BY FO OR FSS AS TO RWY BEING CLOSED. ON TKOF FLT Y, AGAIN FO COPIED ATIS AND CLRNC AND WORKED RADIOS UNTIL TAKING CTLS FOR TKOF. I PERSONALLY WAS NOT MADE AWARE UNTIL WK OF JUN/WED/93 THAT ANY PROB EXISTED, I.E., RWY CLOSED AND EQUIP ON RWY. I DID NOT SEE ANY EQUIP AND BY MONITORING ATC DID NOT COPY ATIS. FSS DID NOT MENTION ANYTHING AT ALL OTHER THAN TO ASK IF WE HAD ATIS CODE. FSS IN DILLINGHAM HAS BEEN VERY CURT WHEN ACFT ASK FOR PERMISSION TO LAND WHEN MAINT IS ON RWY. AT ONE TIME DURING SNOW REMOVAL, I ADVISED DLG FSS 15 MINS OUT FOR PPR AND WAS TOLD TO CALL AT ONLY 10 MINS, NOT 15 OR 5 AS PER 10 MIN PPR ON ATIS. WHEN ASKED BY PHONE, WAS TOLD MAINT WANTED TO STAY ON RWY TILL LAST POSSIBLE MIN. I HAVE ALSO HEARD DLG MAINT RECENTLY ON JUN/SUN/93 OR JUN/MON/93 THAT PPR'S WERE TOO MUCH TROUBLE SO THEY WOULD ONLY CLOSE THE RWY, AND THEN CLR IT FOR ARRIVING ACFT. I THINK A LITTLE COURTESY BY FSS AND MORE SUPERVISION BY MYSELF WILL KEEP THIS FROM OCCURRING AGAIN.
