Narrative:
Air carrier X and air carrier Y departed bwi and dca, en route requesting same altitude (same type aircraft). Air carrier Y was reduced to achieve spacing for climb behind air carrier X. Air carrier X was climbed to FL270 handed off to R32 and climbed to FL280. Air carrier Y was intended to climb to FL270, but incorrectly said FL280, apparently while looking at air carrier X data block of FL280. When air carrier Y mode C showed FL274, I inquired of pilot his altitude. He responded leveling FL280. I cleared him to maintain FL270 and vectored him, thought it might be 5 mi but took action regardless (as conflict alert had activated).

Title: ACR Y CLB TO OCCUPIED ALT HAD LTSS FROM ACR X. SYS ERROR.
Narrative: ACR X AND ACR Y DEPARTED BWI AND DCA, ENRTE REQUESTING SAME ALT (SAME TYPE ACFT). ACR Y WAS REDUCED TO ACHIEVE SPACING FOR CLB BEHIND ACR X. ACR X WAS CLBED TO FL270 HANDED OFF TO R32 AND CLBED TO FL280. ACR Y WAS INTENDED TO CLB TO FL270, BUT INCORRECTLY SAID FL280, APPARENTLY WHILE LOOKING AT ACR X DATA BLOCK OF FL280. WHEN ACR Y MODE C SHOWED FL274, I INQUIRED OF PLT HIS ALT. HE RESPONDED LEVELING FL280.
