Narrative:
I had filed an IFR flight plan with vectors to the wausau VOR direct oshkosh VOR V191 badger VOR direct east troy. I had obtained a void time for a departure within 15 mins to contact ZMP once airborne. My concern was to set up navigation and communication aids as I had started my aircraft engine. The conditions outside were a down pouring rainfall which was effecting my forward visibility as the propeller was spinning. I hadn't realized that in the confined area where my aircraft was parked and started that it had rolled forward an estimated 20 ft causing my propeller to strike a lower exposed aircraft fuel pump farm exterior cover only. I realize I was in a confined area and should have paid obviously better attention to taxiing clear of a known obstruction and then to have setup related navigation and communication concerns once clear. Especially when outside visibility is compromised.

Title: SMA, BLINDED BY DRIVING RAIN SHOWER, ALLOWS ACFT TO ROLL INTO FUEL PUMP.
Narrative: I HAD FILED AN IFR FLT PLAN WITH VECTORS TO THE WAUSAU VOR DIRECT OSHKOSH VOR V191 BADGER VOR DIRECT EAST TROY.
